Sep 2001 to Oct 02 - Interim Chief Executive Officer
Chief Executive Officer Macedonia Telecom, reporting to controlling owners
Matav/Deutsche Telecom Group.

Bottom line responsibility for a company of 3,700 employees
with a turnover approaching 300 million Euro annually - and growing - with
an anticipated EBITDA in 2002 of 160 million Euro.

Reorganised Company products and services along the DT
4 pillars structure of Fixed (nearly 600,000 customers), Mobile (some 350,000
customers), Internet Service Provision and Business Solutions.

Assumed control of the Company from pre-privatisation
regime, and put in place management regime and structure which allowed the
strategic owner to assume control over all activities.

Took leading personal role in moving the company into
a commercial operation to face telecoms liberalisation due shortly.

Moved forward tariff rebalancing, controlled commercial
negotiations with other operators and the regulatory authority. In particular
took personal initiatives to initiate strategic projects such as the new
business support system (billing and administration system), the accounting
system, and establishment of customer facing agencies such as customer care
and the provision of a modern call centre - all focussed towards a brand
relaunch in 2003.

and put in place downsizing and modern incentive schemes.

interest rate to be reduced by 2% to conventional rates for the region.

From Dec 1992 to 2001: Managing Director Joint Venture Telecommunications
Company in Bulgaria (Mobikom) (49% C&W owned; 39% Bulgaria Telecom Comany;
12% other local partner - Interior Ministry).

Bottom line responsibility for fast growth company. Designing
and implementing start up of new company establishing Bulgaria's first modern
public mobile telecommunications including cellular; paging; payphones,
wireless local loop; voice messaging and other value added services. Undertook
both Business Development and Business Start Up as a seamless implementation.
- Company grew to some 600 employees. Investment approached 100 million Euro.
Developed cellular customer base of nearly 190,000 on analogue NMT450 network
(the highest penetration ever achieved with this technology).
- Established bespoke distribution network for products and services tailored
to the needs of an emerging market.
- Responsibilities have included negotiations at Ministerial level, lobbying
activities, preparation of operating licences and interconnect agreements
with other carriers, resolution of "different" technical issues
resulting from the need to interconnect modern and archaic technologies, establishment
of modern business information systems, presentation of initiatives to shareholders.
Initiating market analysis and implementing competitive positioning in a fast-changing
environment. Pricing and tariff policy.

From Jan 91 to Dec 92: Regional General Manager of the Mobile and New Business
Division of Cable & Wireless. Responsible for new business development
in Europe. Forming and leading teams of financial, marketing and technical
experts to seek, bid for and develop new opportunities in all fields of market
led telecommunications. Most substantial achievements have included:
Involved specifically in establishment of business plans for main board approval
based on market analysis and detailed network design; managing legal and regulatory
issues involving licences and interconnect agreements; establishing embryonic
companies; equipment tendering; building and motivating in-country teams.
Particularly experienced in developing the right operating environment for
new teams as a key to motivation.
Jan 89 - Feb 91 British Telecom
Chief Engineer in the International Division of BT Mobile Communications.
Responsible for a team of Engineers of all telecommunications disciplines,
with many of Chartered status. Supported overseas business development teams
worldwide in providing mobile network designs involving switching, transmission
networks, cellular radio infrastructure planning, and customer administration
and billing systems. Headed consortium engineering teams - including one of
35 engineers drawn from BT, Nynex (the US RBOC), Daimler-Benz and RWE (the
German Electricity Utility) in preparing a proposal for the second German
GSM cellular licence. Carried out technical audits in support of acquisition
activity. Obtained a practical understanding of the route to market for telecommunications
products - particularly mobile and value added services.
Sep 66 - Jan 89 Regular Army Commissioned service in Royal Signals, achieving
the rank of Lieutenant Colonel.
1986 - 1988: Commanding Officer of the British Army's Signal Regiment in
Berlin in the rank of Lieutenant Colonel. Planned, procured and maintained
all communications for the British Forces and British Government interests
in Berlin, as well as long-haul links to Germany and the UK. Additionally
responsible for headquarters administration. Controlled an annual budget of
some £10 million, and headed an organisation of some 450 mixed military
and civilian personnel. Planned and implemented a major upgrade to both tactical
and strategic communications involving a new trunked PMR network, an internal
MIS for headquarters, an automated message switch to replace a "torn
tape" teleprinter exchange, new satellite stations, a tactical switched
area trunk network and innovative resilient "last ditch" communications
system such as Meteor Scatter.
Other Experience:
1984-86: Chief of System Operations for the NATO Headquarters in Belgium
running systems for Allied Command Europe through fourteen nations - from
the North Cape of Norway to Turkey.
1981-84: Principal staff officer at the Signal headquarters in Catterick.
Substantial experience of communications support to civil emergencies.
1980-81: Commanding a signals squadron in Northern Ireland. Awarded the distinction
of a Mention in Despatches.
1978-1979: Research and Development post at the Atomic Weapons Establishment,
Aldermaston.
